The EIS dated March 1995 analyzed nine alternatives to implement the goals of the Grand Canyon Protection Act and balance the interests of hydropower generation with the protection of environmental and cultural resources. As stated in the EIS, its purpose was to: “determine specific options that could be implemented to minimize—consistent with law—adverse impacts on the downstream environmental and cultural resources and Native American interests in Glen and Grand Canyons” (USBR, 1995).
